Andhra Pradesh: The Saakshar Bharat Mission 2012' to be celebrated at Hyderabad

Hyderabad: 'The Saakshar Bharat Mission 2012' will be celebrated at Hyderabad by the Ministry of Human Resource Development, Government of India at a National Level function on the International Literacy Day on 8th September 2010. The Chief Minister Dr K Rosaih, Union Human Resources Minister Kapil Sibal and Minister of state for HRD, Purandareswari will attend the function. This was decided at a review meeting the Chief Minister had with ministers and officials at Secretariat on School and Intermediate Education.

The Chief Minister, meanwhile, asked the Finance Department to release the State share in all the Cetrally sponsored schemes so that we can avail of the Central assistance. He asked the Finance department to release the funds on top priority. The Prime Minister Dr Manmohan Singh had launched "Saakshar Bharat Mission 2012" on 8th September 2009. 'Saakshar Bharat', a Centrally Sponsored Scheme, with sharing pattern of 75:25 between the Centre and the States came into operation from 01.10.2009. The Gram Panchayat is the main implementing agency at the operational level. In the First Phase, it is proposed to cover districts with Adult Female Literacy rate (15+ age group) of 50% and below by 2012. The scheme is to impart functional literacy and numeracy to non-literate and non-numerate adult. It will enable the neo-literate adults to continue their learning beyond basic literacy and acquire equivalency to formal educational system, impart non and neo-literates relevant skill development programmes to improve their earning and living conditions and to promote a learning society by providing opportunities to neo literate adults for continuing education. Dr. Rosaiah was told that in Andhra Pradesh the programme will cover about 1.9 crores non-literates in 18 Districts where female literacy is 50% and below. 18 districts except Hyderabad, East Godavari, West Godavari, Krishna are being covered under this programme.

GOI has also agreed to sanction the Saakshar Bharat Programme in Adilabad district also. Sanction orders are awaited. It is also proposed to take up 75.95 lakhs non-literates i.e., 40% up to 2012 in the First Phase. The Chief Minister was informed that under preparatory activities, Constitution of various Committees at District, Mandal and Gram Panchayat levels; Identification of Adult Education Centres, Opening of subsidiary accounts are Sensitisation to all the official and non-officials are completed. Selection of Village and Mandal Coordinators is in progress. 100 Literacy Centres per district were started from 15.07.2010. All the remaining Literacy Centres will be started in September 2010 to cover 15 lakhs non-literates. On 15th July 2010, 100 Literacy Centres were started in each district as a part of Saakshar Bharat Programme. The training programmes for 108 Key Resource Persons at State Level and 1786 District Resource Persons at District levels have been completed. So far 723 Mandal Coordinators and 28319 Village Coordinators have been appointed. Progress of appointment of remaining Mandal and Village Coordinator is in progress.

Residential Literacy Camps for adolescent learners were started on 14.07.2010, 03.08.2010 in Nalgonda and Mahaboobnagar districts respectively. The Chief Minister was informed that under the Sarva Siksha Abhiyaan, (SSA) during 2009-10, Additional Class rooms Sanctioned are 13152 while completed are 10713; KGBV School buildings Sanctioned - 395 and Completed - 108; Water facility provided to 178 schools; Toilets were Sanctioned to 1287 and Completed in 580; Separate toilets for girls were Sanctioned in 328 schools and completed in 176 schools. Under SSA, 1,20,293 Children were enrolled in Ist class and 58,530 Out of School children are mainstreamed, 48,785 Vidya Volunteers were appointed and 523 schools were provided with computers and 5,300 Teachers were trained in Computer education. 61,014 Vidya Volunteers were Positioned in Primary and Upper Primary Schools and 2892 Education Guarantee Scheme Centers (EGS) were opened in schools-less Habitations. Officials said that action plan prepared to electrify all the Schools in Andhra Pradesh, Teams were formed in all the mandals in convergence with TRANSCO and DISCOMS, Survey of schools completed by the joint teams and Target date for completion of 100% electricity is by 30th September, 2010. The Chief Minister wanted the appointment of teachers and filling up of post of DEOs, Dy DEOs and MEOs and DIET lecturers to be expedited.
The objectives of Rashtriya Madhyamik Siksha Abhiyaan (RMSA) is universalisation of access to and improvement of quality at the secondary and higher secondary state and to ensure that all secondary school have physical facilities, staff and supplies. The Govt of India released Rs.269.75 crores under RMSA and proposals submitted to Government of India for approval of Rs.2126.57 crores for 2010-11. Under Information and Communication Technology at ICT @ 2000 Schools Computer Education Programme (1300 High Schools + 700 Junior Colleges), the project is being implemented on "BOOT" Model from 2010-11 by seven agencies as per MOU in 1300 High Schools. The total outlay of the project is Rs.118.00 crores for 1300 High Schools for a period of 5 years. The Beneficiaries are 4,83,252 Students and Teachers - 4,500 teachers.

The Chief Minister directed the Finance department to release the State share of Rs.5.53 crores. Andhra Pradesh Education & Welfare Infrastructure Development Corporation (APEWIDC) has set up for comprehensively attending to the civil works requirements of Primary Education, Secondary Education, Higher Education, Social Welfare, B.C. Welfare & Minorities Welfare Departments. The Chief Minister asked the Corporation to complete all the construction activities right on schedule. Minister for Secondary Education, Manikya Vara Prasad, Minister for School Education, Ahmadullah, Adviser to Chief Minister, P.K.Agarwal, Principal Secretary, School Education and Sarva Siksha Abhiyaan, Chandana Khan, Principal Secretary, Finance, L V Subramaniam, Secretary, School Education, Sambasiva Rao, State Project Director, SSA, Rafat Ali, Director, Adult Education, Janardhan Rao and other officials attended the meeting.
