Report by India Education bureau; Lucknow: Uttar Pradesh Chief Minister Mr. Akhilesh Yadav on Thursday issued instructions to ensure that the forthcoming student union polls in universities and degree colleges were conducted on the recommendations of the Lyngdoh committee. The Chief Minister pointed out that even while the dates of these student union polls had yet not been announced posters and hoardings are plastered all over. Asking concerned persons to immediately stop such activities, he added that the university, degree college managements and district officials would have to ensure that such activities were not carried on.
Mr. Yadav also stressed the need of quality student leadership, persons who could be role models for the young generation and said that under such circumstances the role of the district administration grew manifold. He also directed officials to ensure that the polls were conducted on the recommendations of the Lyngdoh Committee. It is pertinent to point out here that soon after taking over the present government had decided to revive the student unions in all universities and degree colleges in the state. On these lines only, a GO was issued on March 21, 2012 to hold the student union polls based on the recommendations of the Lyngdoh committee.
Major recommendations of the Lyngdoh Committee include a blanket ban on use of printed posters, pamphlets or any other printed material for their publicity and campaigning. Candidates are only allowed to use handmade publicity material. A ceiling of Rs. 5,000 poll expenditure has also been fixed. Use of loud speakers, vehicles and animals has also been banned and all candidates in fray have been asked not to conduct activities that create tension between castes, communities or religious groups etc.
The committee has also recommended that only those students will be able to contest the polls who have no criminal background and against whom no cases are pending in any court or who has not been sentenced by any court of the land and against whom no disciplinary action has been initiated by the college management of varsity administration.
It is also mentioned in Lyngdoh committee's recommendations that if any candidate was found to have breached the expense limit set by it, his election would be declared null and void.
