Uttar Pradesh Govt to Recruit 2,200 computer operators, 4,000 sub inspectors and 24,000 constables

Report by India Education bureau, Lucknow: Uttar Pradesh Chief Minister Mr. Akhilesh Yadav on Thursday announced that to meet the shortfall of personnel in the state police force, 2,200 computer operators, 4,000 sub inspectors and 24,000 constables will be recruited. He also said that orders have been issued to make list of notorious criminals and take strict action against them. 

The Chief Minister was speaking during the debate on the home department's (police) budget for the financial year 2013-14. He also informed that the distance of running in the direct recruitment of sub inspectors and for promotions to posts of head constables has been shortened and pointed out that the prohibition for the transfer of constables to the neighbouring districts of their home district has also been lifted. 

The Chief Minister also informed that 25% of the posts of head constables will be filled through examination for promotions, whereas 75% posts of the same will be filled through seniority. In the promotion of sub inspectors as inspectors on the sanctioned posts, 50% would be filled as per seniority while the remaining 50% would be filled through competence. 

Mr. Yadav also informed that to modernise the police force and to make it computerised an increase of 1,765.9 % has been made under the head of software and hardware purchase and added that a decision has been taken to computerise the police stations and police offices through CCTNS. Under the pilot project, work to make police stations online has begun in Ghazipur, Moradabad and Lucknow. Under this system, FIR, character certification and other works would be done online and all necessary information would be made available at home. 

The Chief Minister said to encourage the police force and to boost their morale, promotional avenues are being explored and opened up at all levels. He further stated that the state government was giving a serious thought to suggestions given by the members of the state assembly and will try to implement them in the best possible way. Police, he added, has been asked to behave in a modest and good manner with the people and stringent action be initiated against hardened criminals. 

Whatever incidents have come to light, strict and prompt action has been initiated, he added. The state government was serious about the law and order situation in the state, the Chief Minister said and added that he expected the media to cooperate in giving due coverage to the follow up action by the police in incidents of crime. 

The Chief Minister also referred to the Women Power line-1090 and said that it has become an effective tool in combating and checking crime against women. To smoothen the traffic, CCTVs would soon be installed in prime locations and intersections of main cities in the state, the Chief Minister announced while informing that the scheme will be implemented as a pilot project in 70 identified intersections of the state capital. Under the modernisation plan for the police force, Mr. Yadav said, police control rooms with GIS and GPS installed in them are being made at Lucknow, Allahabad, Kanpur and Ghaziabad. A decision to include forensic science techniques during autopsy and to construct modern post mortem centres in the state has also been taken. 

The Chief Minister also informed that 10 acres of land has been arranged for having the DGP headquarters and other wings in one building in which a Police Building would be constructed. For policemen posted in security duties with VIP's, the Chief Minister said, a separate security line would be established. Other than this, he added, to fight the scourge of cyber crimes, cyber units are working in Lucknow and Agra. 

Mr. Akhilesh Yadav also reminded the august house that under the incumbent government the House has run for a record period in sittings much more than that held in the five years of the previous government's rule and assured that the state government was taking judicious and objective decisions in matters brought before it.
